Phillip J. Harvey founded the Harvey Insurance Group in 1976. The organization was started as a commercial, property and casualty insurance agency serving Eastern PA and surrounding areas. The agency had excellent results, and in the late '80s the agency started working with a group to develop alternative markets for key clients. Among these clients was a number of clubs in the golf industry who approached the agency to develop an insurance alternative for private golf clubs. The Preferred Club Program started in 1994 with 40 clubs, and in 1997, added a package to it workers' compensation offering. Today, over 900 clubs across the United States are included in the program.

Through marketing the club program to agents and brokers nationwide, Venture Programs, a niche provider of preferred workers' compensation programs, was born and the capabilities of the firm were expanded. Current programs are in the areas of hospitality, technology, social service, life sciences and golf. Venture Programs works with several carrier partners and includes clients that vary from an independent agent with a staff of three to some of the largest insurance brokers in the world.

All aspects of program administration: reinsurance, loss control, claims, billing, audit, marketing and underwriting are serviced or managed by the Venture Programs Team.
