Our mission is to put Citizens First as we promote the health, safety and welfare of Orange County residents. Capital Improvement Program The Public Works Department offers a Capital Improvements Program that provides the means through which Orange County Government takes a planned and programmed approach to utilizing its financial resources in the most responsive and efficient manner to meet its service and facility needs. The program is developed from departmental requests and is based on studies of financial resources available and consistency of proposed improvements with the adopted Growth Management Policy.
