Adoption of Governor James E. McGreevey's Executive Order 24 creating the New Jersey Schools Construction Corporation (SCC) in the Fall of 2002 dramatically streamlined the implementation of the State of New Jersey's School Construction and Financing Program. Since its inception, SCC -- a subsidiary of the New Jersey Economic Development Authority (EDA) -- reorganized its corporate structure to enable the state's 566 municipalities to increase involvement in the planning and the implementation of effective, efficient and innovative schools. Established under the 2000 New Jersey Educational Facilities Construction and Financing Act, the law -- mandated by the state Supreme Court -- was enacted so students in public school districts in greatest need of assistance could receive a thorough and efficient education. In addition to having a significant impact on the education of the Garden State's school children, it is anticipated that the program will have a positive effect on the state's economy and is expected to provide real tax relief for its residents by easing the property tax burden and allowing for more tax dollars to go directly to education. The act commits $8.6 billion in state resources to build new facilities and to rehabilitate existing structures in urban and suburban school districts resulting in a $12 billion investment -- the largest in New Jersey's history and one of the most significant undertakings of its type in the nation.
